Iusacell and Telefonica Agree to Share Network Infrastructure

Mexican mobile network, Iusacell and Telefonica’s local subsidiary have jointly announced an agreement to share their network infrastructure in the country.

The combined network will also start LTE trials later this year in anticipation of a commercial launch in 2013.

Under the terms of the agreement, which is slated to last for at least five years, Iusacell will gain access to Telefonica’s rural network, while Telefonica should be able to improve coverage in the cities, where Iusacell is stronger.

The network sharing deal is limited to their towers and fibre-optic networks. Where one network has coverage that the other lacks, roaming between the networks will be possible.

The companies declined to detail any commercial aspects of the deal, which still needs clearance from the regulator.

The move may help the two companies cut costs and compete with America Movil, which dominates the Mexican market with a market share of around 70%..

Iusacell appeals watchdog's rejection of Televisa deal

Mexican operator Iusacell has filed an appeal against the Mexican anti-trust watchdog’s decision to reject its planned deal with Spanish-language broadcaster Televisa, Eduardo Ruiz Vega, Iusacell’s director of compliance, told El Universal.

In April 2011, Televisa agreed to invest USD 1.6 billion for a 50 percent stake in Iusacell. The deal was expected to provide money for Iusacell to expand its business and give Televisa, which also offers fixed-line voice and internet services, an entry into the mobile market. However, at the beginning of February, the five-member commission (The Federal Competition Commission – CFC) voted 3-2 against the partnership. The CFC now has 60 days to review the case, issue a new decision or confirm the current one.

Iusacell and Nextel end spectrum disputes

Mexican mobile operators Iusacell and Nextel de Mexico have agreed to withdraw lawsuits filed over a 2010 government mobile spectrum auction. This move ends more than a year of legal battle, Dow Jones reports.

Nextel de Mexico reached an agreement with Grupo Iusacell to end litigation related to the auction, in which Nextel won a nationwide band of 30 MHz that it is using to develop its 3G network. Iusacell disputed the 2010 auction and took court action, claiming that the spectrum caps set by the antitrust regulator meant that Nextel obtained the spectrum unchallenged with the minimum bid.

Regulators defended the caps as a way of evening out the amount of mobile spectrum available to competitors, although the intention of attracting a fifth mobile operator was unsuccessful and another 30 MHz spectrum block remained unassigned. Mexico’s Communications and Transport Ministry welcomed the agreement, stating that it gives legal certainty to operators as they invest in their networks.

Mexico court orders cancellation of Nextel's mobile licence

A Mexican court has ordered Mexico’s Communications and Transport Ministry (SCT) to cancel Nextel‘s mobile licence.

The Nextel-Televisa consortium paid MXN 180.3 million (approximately USD 14.2 million) for 30 MHz of nationwide spectrum in the 1.7 GHz and 1.9 GHz frequency bands in an auction completed in 2010. Mexican judge Alfredo Cid Garcia has now ruled that the consortium has violated the bidding rules, local newspaper Informador reports.

The ruling follows a complaint filed by market competition Iusacell, which claims that Nextel and Televisa paid too little for the spectrum. Nextel has 10 days to appeal the court decision.

Televisa and Iusacell in discussions over mobile partnership

Mexico’s cable operator, Grupo Televisa S.A.B. is in talks with mobile operator Iusacell over a possible partnership in the mobile phone market.

Televisa last year bid with Nextel to acquire 3G spectrum rights in Mexico but later withdrew from the joint venture. The media company was previously rumoured to be an interested bidder to acquire Iusacell.
