Iusacell appeals watchdog's rejection of Televisa deal

Mexican operator Iusacell has filed an appeal against the Mexican anti-trust watchdog’s decision to reject its planned deal with Spanish-language broadcaster Televisa, Eduardo Ruiz Vega, Iusacell’s director of compliance, told El Universal.

In April 2011, Televisa agreed to invest USD 1.6 billion for a 50 percent stake in Iusacell. The deal was expected to provide money for Iusacell to expand its business and give Televisa, which also offers fixed-line voice and internet services, an entry into the mobile market. However, at the beginning of February, the five-member commission (The Federal Competition Commission – CFC) voted 3-2 against the partnership. The CFC now has 60 days to review the case, issue a new decision or confirm the current one.

Iusacell confirms merger of Televisa-Iusacell has been rejected

Iusacell has announced it has been notified by Mexico’s anti-trust watchdog the Federal Competition Commission (CFC) that its planned deal with Televisa has been rejected, Notimex reports. The five-member commission voted 3-2 against the partnership, Iusacell said.

Mexico court orders cancellation of Nextel's mobile licence

A Mexican court has ordered Mexico’s Communications and Transport Ministry (SCT) to cancel Nextel‘s mobile licence.

The Nextel-Televisa consortium paid MXN 180.3 million (approximately USD 14.2 million) for 30 MHz of nationwide spectrum in the 1.7 GHz and 1.9 GHz frequency bands in an auction completed in 2010. Mexican judge Alfredo Cid Garcia has now ruled that the consortium has violated the bidding rules, local newspaper Informador reports.

The ruling follows a complaint filed by market competition Iusacell, which claims that Nextel and Televisa paid too little for the spectrum. Nextel has 10 days to appeal the court decision.

Televisa to acquire 50% stake in Iusacell

Mexico’s cable operator, Grupo Televisa S.A.B. will acquire a 50 percent stake in mobile operator Iusacell, the Wall Street Journal reports, citing a source close to the transaction.

The transaction amounts to USD 1.6 billion. According to the same source, part of the overall amount would go to debt repayment, while the rest would go to expand Iusacell’s network.

Televisa and Iusacell in discussions over mobile partnership

Mexico’s cable operator, Grupo Televisa S.A.B. is in talks with mobile operator Iusacell over a possible partnership in the mobile phone market.

“At this time, no agreement has been reached between Televisa and Grupo Iusacell. There can be no assurances that any agreement will be reached, or the timing or terms of any such agreement, if one is reached,” Televisa said in a statement.

Televisa last year bid with Nextel to acquire 3G spectrum rights in Mexico but later withdrew from the joint venture. The media company was previously rumoured to be an interested bidder to acquire Iusacell.

Conflict between Mexico's phone, TV operators escalates

The battle between Mexico’s biggest phone companies and top broadcasters escalated in a series of accusations and counter-accusations over interconnection rates and investment, Dow Jones reports.
Bestel and Cablevision, subsidiaries of Televisa, as well as telecoms operators Axtel, Nextel Mexico, and Grupo Iusacell, among others, called on the federal government to apply “pro-competitive” regulations, while offering reciprocal free interconnection with Telcel. Telcel then claimed that smaller operators seek free services because they have not invested in infrastructure of their own.
Telcel said a number of them have not passed on reductions in interconnection rates since 2005 to their customers. In February, Telcel extended to other operators the same interconnection rates agreed among Telcel, Telmex and Movistar.

Televisa-Nextel consortium wins Mexican mobile tender

The consortium comprising media group Televisa and Nextel Mexico, a unit of NII Holdings, has won Mexico’s second mobile spectrum auction.

Mexican telecoms regulator Cofetel declared the consortium the winner of a nationwide licence that aims to increase competition on the local market. According to Cofetel, the consortium offered the minimum bid price of USD 14.2 million for 30 MHz spectrum in the 1710MHz to 2170MHz frequency band in each of the country’s nine mobile operating regions. The amount must be paid to the government within 45 days.

Additionally, the tender winner will have to pay MXN 18.13 billion in annual instalments over the 20-year life of the licence. Market leader Telcel, a unit of America Movil, won 21 blocks of 10 MHz in all operating regions with a bid of MXN 3.79 billion, plus MXN 12.70 billion in other fees during the life of the licences.

Telefonica’s local unit also won six 10 MHz blocks in six regions with a MXN 1.27 billion offer, plus the agreement to pay MXN 5.43 billion in other fees. Nextel said it plans to start selling service on the new network in parts of Mexico as soon as 12 months after it gets the airwaves.
