Conflict between Mexico's phone, TV operators escalates

The battle between Mexico’s biggest phone companies and top broadcasters escalated in a series of accusations and counter-accusations over interconnection rates and investment, Dow Jones reports.
Bestel and Cablevision, subsidiaries of Televisa, as well as telecoms operators Axtel, Nextel Mexico, and Grupo Iusacell, among others, called on the federal government to apply “pro-competitive” regulations, while offering reciprocal free interconnection with Telcel. Telcel then claimed that smaller operators seek free services because they have not invested in infrastructure of their own.
Telcel said a number of them have not passed on reductions in interconnection rates since 2005 to their customers. In February, Telcel extended to other operators the same interconnection rates agreed among Telcel, Telmex and Movistar.

Two bidders interested in Mexican dark fibre spectrum tender

The tender for the Federal Electricity Commission’s dark fibre spectrum has attracted two bidders. At end-March, Televisa, Telefonica and Megacable Comunicaciones set up a joint venture to place a joint bid for dark fibre spectrum in Mexico.

According to the Mexican Ministry of Communications and Transport (SCT), Iusacell  has also submitted the necessary documentation to join the tender.

The period for presentation and reception of documents expired on 5 April. The Mexican Ministry of Communications and Transport (SCT) is auctioning the unused parts of state power company CFE’s fibre-optic network. CFE thus opens its dark fibre network, and will rent unused parts of its fibre-optic network to alternative operators.

The tender winner is expected to be announced on 9 June.

Mexican Mobile Operator to Delist from Stock Market

­Financially troubled Mexican mobile operator Iusacell said in a statement that the company’s plan to delist from the Mexican stock market was approved in a shareholders’ meeting.

As part of the delisting process, investors in the company owned by magnate Ricardo Salinas Pliego also backed the purchase of outstanding shares, either by the company itself or “some person or persons belonging to the group of controlling shareholders,” the statement added.

A recent study  found that Iusacell-Unefon was the only wireless operator in Mexico to suffer a drop in subscribers in the third quarter of 2009, noting that the company was adversely affected by greater competition in 3G services and by its limited variety of phones relative to its competitors.

Mexico’s No. 3 wireless operator, whose shares trade on the Mexican stock exchange under the ticker symbol CEL, had 3.56 million subscribers, a 4.4 percent market share and $204 million in revenue in the third quarter. Mexico’s mobile market is dominated by America Movil unit Telcel, which has a 71.7 percent market share, while Spain’s Telefonica, which operates in Mexico under the Movistar brand, has a 20.2 percent share.
