Mexico's Telmex Blocked from offering Pay-TV

A Mexican court has denied approval for Carlos Slim’s Telmex to offer television services on the local market, El Economista reports. The court’s decision means Telmex will have to resubmit an application to change its operating licence under the new administration of President Enrique Pena to include television, Reuters reports.

Telmex has unsuccessfully tried for years to enter the Mexican pay-TV market. Back in August 2012, Mexico’s Supreme Court declined to review a suit filed by Telmex against Mexico’s communications ministry. The decision sent the case back to a lower appeals court, the Seventh Collegiate Court in Administrative Matters, which has now confirmed as “legal” the Ministry of Communications’ decision to deny Carlos Slim’s company its license modification to include provision of pay-TV services.

Peruvian Broadband Plan and Spectrum Auction to Fuel Growth

Broadband penetration in Peru is expected to double from 4.7 percent in 2011 to 9.3 percent in 2016, driven by the government’s national broadband plan to bring Internet connectivity via fiber-optic cables to isolated regions, according to a new report from Pyramid Research.

“In 2011, broadband penetration will reach 4.7 percent, still among the lowest in the region just ahead of Ecuador, Paraguay, Bolivia, Guatemala and Nicaragua,” says Pyramid Research Analyst, Juliana Gomez.

Broadband penetration will be driven by the government’s national broadband plan, which aims to bring Internet connectivity via fiber-optic cables to isolated regions such as the Sierra and Selva. As economic development touches cities outside Lima in the Sierra region of the country, competition for new subscribers will expand the reach of fixed networks. Telefonica and Telmex are both offering double- and triple-play bundles, including fixed telephony, broadband Internet and pay-TV services.

“Given the low penetration of Internet services and the government support for developing broadband networks, broadband has great potential to fuel bundles,” she indicates.

America Movil increases stake in Telmex to nearly 93%

America Movil has increased its stake in Telefonos de Mexico (Telmex) from 60 percent to nearly 93 percent, following the preliminary results of a shareholder buyout offer.

America Movil currently holds 92.79 percent of Telmex shares after the offer expired on 11 November. Stockholders of America Movil tendered 5.92 billion shares of the unit for MXN 10.50 pesos per share.

America Movil will pay an overall MXN 62.1 billion (approximately USD 4.6 billion) to increase its Telmex stake. The Mexican stock exchange said in a filing that Telmex had been removed from the benchmark IPC index and replaced by shares of food franchiser Alsea, Reuters reports.

 

Regulator cuts Telmex's interconnection charges by up to 94%

Mexican regulator Cofetel has reduced the interconnection rate charged by Telmex to rival operators to MXN 3.951 from MXN 11.55. Cofetel has also changed the legal nature of long distance service that Telmex provides to other competitors in rural areas with no investment from other fixed telephony competitors. Cofetel has also cut the interconnection rate for this service by 94 percent to 4.53 peso cents per minute, from 75 peso cents.

America Movil believes that such decisions are “arbitrary”, “clearly unexplainable and deprive [its subsidiary Telmex] of its corresponding rights and assets. Telmex plans to carry out all the relevant legal defense actions.

Additionally, related to the fixed-mobile interconnection rates that have been reduced, Telmex will apply the interconnection rates as established by Cofetel, until the legal proceedings of mobile service companies are not definitely resolved.

Telmex partners with Intel to deliver broadband services in Mexico

Mexican fixed-line operator Telmex has signed a partnership agreement with chipmaker Intel. Under the terms of the deal, Telmex and Intel will cooperate to boost the use and penetration of high-speed internet services in Mexico.

The partners plan to introduce newer equipment and more options for software to make high-speed internet access more accessible for Mexican customers. No financial terms of the agreement have been disclosed.

Telmex rebrands as Claro in Ecuador

ClaroAmerica Movil will rebrand its Ecuador fixed-line unit Telmex as Claro. The rebranding decision is part of a strategy being implemented across America Movil’s subsidiaries in the region. America Movil currently operates under the Claro brand name in 14 Lain American countries.

America Movil recently rebranded its Ecuador mobile unit as Claro. The use of the Claro brand name does not include a merger of the two companies, as both continue to operate independently in their respective businesses, the company said.

Telmex to be split into two companies to address rural areas

Telmex has set up a unit that will serve its customers in rural and low-income areas. Dubbed Telmex Social, the unit will provide service in the 46 percent of the country where competitors have not entered.

Telmex is currently analyzing whether the split will be a spinoff or will create two units of a holding company, a spokeswoman told Bloomberg. The split will divide assets, debt and capital between both companies. According to Telmex, rural and low-income lines require “significant investments” and “great costs” for expansion and maintenance.
The phone lines to be included under Telmex Social are operated with small profits or with losses, Telmex said. Telmex’s restructuring plans require approval from the communications ministry and other regulators.
