Regulator cuts Telmex's interconnection charges by up to 94%

Mexican regulator Cofetel has reduced the interconnection rate charged by Telmex to rival operators to MXN 3.951 from MXN 11.55. Cofetel has also changed the legal nature of long distance service that Telmex provides to other competitors in rural areas with no investment from other fixed telephony competitors. Cofetel has also cut the interconnection rate for this service by 94 percent to 4.53 peso cents per minute, from 75 peso cents.

America Movil believes that such decisions are “arbitrary”, “clearly unexplainable and deprive [its subsidiary Telmex] of its corresponding rights and assets. Telmex plans to carry out all the relevant legal defense actions.

Additionally, related to the fixed-mobile interconnection rates that have been reduced, Telmex will apply the interconnection rates as established by Cofetel, until the legal proceedings of mobile service companies are not definitely resolved.

Televisa-Nextel sole bidder in Mexico's 2nd mobile tender

The consortium comprising of media group Televisa  and Nextel Mexico has emerged as the sole bidder in Mexico’s auction of 90MHz spectrum in the 1.7GHz frequency band.

The consortium offered the minimum bid price of MXN 180.3 million for 30MHz in the 1710MHz to 2170MHz frequency band in each of the country’s nine mobile operating regions, the Mexican telecoms regulator Cofetel announced.

Televisa  plans to invest USD 1.44 billion for a 30 percent stake in Nextel Mexico if the partners obtain enough spectrum to deploy a 3G network.

Cofetel declared the sale of a second nationwide license deserted. The requirements imposed by the Federal Competition Commission meant that only Televisa-Nextel could bid for one of the two nationwide licenses.

América Móvil, S.A. offered MXN 3.79 billion for 21 blocks of 10MHz in all operating regions. Telefónica Móviles México offered MXN 1.27 billion for six 10MHz blocks in six regions.

Cofetel is expected to announce the tender winners within the next 30 days. A separate auction of blocks in the 1850MHz to 1990MHz frequency band ended on 18 July, with combined bids reaching MXN 2.98 billion.

Movistar goes to court, fights deactivation of unregistered mobile numbers

Telefónica Móviles México has started a legal action to obtain a court order against the deactivation of lines that were not registered in the Mobile Phone Users National Registry (Renaut), local newspaper El Universal reports.

America Movil, via its Mexican unit Telcel, has recently obtained a provisional court order against the suspension of unregistered mobile lines.

 On 9 April, Telefónica Móviles México announced it will maintain the unregistered mobile phone lines active, even after the 10 April deadline, and that – if necessary – it will go to court in defence of its subscribers. However, Mexican telecommunications regulator Cofetel urged Movistar to comply with the law and suspend service to mobile customers who have not registered their numbers in the Renaut database by 10 April, or face penalties. Telefónica Móviles México now hopes to obtain a provisional court order absolving it from cutting off service to customers who have not provided proof of identity.
