Mobile penetration in Latin America reaches 110%, but Internet access is low across the region

Based on a new report by LACNIC (Latin American and Caribbean Internet Association of Internet Addresses) internet penetration in Latin America is 40 percent, with a low broadband presence. The rate is expected to grow to 60 percent in 2015, thanks to measures being taken to foster digital inclusion.

Also according to Lacnic, mobile telephony penetration in the region has reached 110 percent, although there is still 20 percent of the population without access to the service. Lacnic also sees mobile broadband as the best solution for the provision of broadband services.

Telmex partners with Intel to deliver broadband services in Mexico

Mexican fixed-line operator Telmex has signed a partnership agreement with chipmaker Intel. Under the terms of the deal, Telmex and Intel will cooperate to boost the use and penetration of high-speed internet services in Mexico.

The partners plan to introduce newer equipment and more options for software to make high-speed internet access more accessible for Mexican customers. No financial terms of the agreement have been disclosed.

Chile publishes network neutrality law

Chile has published the network neutrality law in the Official Journal, El Pais reports. The document guarantees that internet service providers (ISPs) in Chile cannot interfere with content accessed by internet users.

Under the terms of the law, ISPs cannot “interfere with, discriminate against or modify” content, applications or services unless this is a necessary measure to guarantee the users’ privacy or protection from an internet security threat.

Secondly, ISPs must provide parental-control services.

Third is the obligation to provide customers with a written copy of their contract. The fourth clause is the need to guarantee user privacy, protection against viruses, and network security.

Lastly is the obligation to allow access to all types of content, services and applications without discrimination.
