Regulator Disconnects 113,000 SIM Cards in El Salvador

El Salvador’s telecoms regulator has announced that some 113,000 prepaid mobile accounts have been cut-off this year due to their ownership details not being correctly registered.

The regulator operates a “Register of Mobile Phone Users” (RUTEM) which logs the personal ID of each SIM card users, although it is not currently a legal requirement and the regulator is pushing the government to pass the necessary legislation.

The head of the regulator, Luis Méndez Menéndez also confirmed that the regulator is still in talks with the government and mobile networks over the deployment of Mobile Number Portability.

Their studies indicate that it would cost around US$15 million to deploy, and that the cost would be borne by the mobile networks, if implemented.

Argentina to launch number portability system in March

Argentina will launch the mobile number portability system in March this year. Mobile operator Personal has already launched an informative campaign on its website instructing users how to use the new service. Argentina approved the introduction of the number portability system in August 2010, but the system launch has been delayed until now.

The number portability service will be available for individual and business customers across Argentina, using either postpaid or prepay mobile services. Customers will be able to port their number free of charge for the first time. Further number portings will be charged, Infobae reports. Customers who port their number will be required to remain in the recipient operator’s network for a minimum of 60 days.

Chile launches mobile number portability system

Chile has launched the mobile number portability system. The Chilean government introduced the portability system for fixed-line numbers in December 2011. Mobile customers across Chile can now also demand providers to supply unblocked mobile phones that can be used on any network.

Consumers can ask their operator to unblock their handset or ask their new provider to do so at no charge.

Chile Bans SIM Locking of Mobile Phones

The Chilean telecoms regulator, Subtel has passed a regulation requiring mobile networks to unlock mobile phones at no charge to the customer.

The regulation also required networks to stop SIM-locking handsets in future.

Department of Telecommunications Minister, Pedro Pablo Errázuriz said that this is to be the “year of number portability” in the country and the new policy would bring in lower prices and more freedom for consumers.

“This was one of the commitments of the Government and we are in full compliance. We will have number portability in fixed and mobile telephony throughout Chile,” added the Minister.

If retailers have older handsets in stock that are SIM-locked, then they can be offered for sale, if advertised as such, and the customer must be offered a free unlocking service.

Chile launches trial of number portability system

Chile has launched the fixed number portability system. Chilean customers can currently port their fixed numbers in the Arica region. Arica has around 36,000 households with fixed telephony lines. The system will be made available to the Santiago area in March 2012, to be then gradually expanded across the country.

Additionally, Chile has rolled out a mobile number portability trial. The pilot will take about one month. The mobile number portability system is scheduled for commercial launch on 16 January 2012, Emol reports. Communications software and services provider Telcordia is managing Chile’s number portability system.

Telcordia Wins Mobile Number Portability Contract in Argentina

Telcordia has confirmed that it has been selected to manage mobile number portability (MNP) in Argentina.

The award was announced by the Ministerio de Planificacion Federal, Secretaria de Communicationes (SeCom) on behalf of the Comite de Portabilidad Numerica, a consortium of all mobile operators in Argentina.

Along with implementing MNP, Telcordia will provide training and managed services over the five year term. Along with its partner Telmark, Telcordia has established the joint venture company Administradora de la Portabilidad Argentina S.A. as part of the agreement.

With Argentina, Telcordia will now support more than 175 million mobile and fixed line subscribers across Latin America, including Chile and Mexico.

Mobile Number Portability Levels the Playing Field

­Mobile number portability represents both a threat and an opportunity for operators in Latin America. Which one it is depends on a given operator’s ability to anticipate customer needs and to offer services that have more value to them, according to a new report from Pyramid Research.

Pyramid believes any operator can benefit from Mobile Number Portability (MNP). For many operators, the main source of revenue growth is the acquisition of new clients, but as mobile penetration reaches high levels in many Latin America markets, finding new clients becomes more and more difficult. In these circumstances, MNP becomes an important consideration because it allows customers to churn between networks.

In a market that is reaching saturation, the best way to grow is either by stealing clients from your competitors or by taking your customers to the next level by increasing the usage of data services. MNP levels the playing field, giving all market players a relatively equal opportunity to acquire customers as it shifts the battle to a more strategic ground; this enables operators to compete with better market tools, such as service.”
